Question 3700x hight temps at idle

My Ryzen 7 3700x is crazy overheating on idle with the stock wraith prisme and arctic mx-4 applied using an b550m pro4 with stock settings and PBO disabled , core perfomance boost is enabled idk how and why ,cpu usage is under 2 percent btw

reset the BIOS by jumper

the default settings of the bios are pushing the cpu to 1.4 voltt at idle wich is crazy
