Question 3700x hight temps at idle

With a 3700x you can't use the Curve Optimizer but you can manually undervolt it to get better temperatures. Additionally, you can make sure performance mode or similar mode is active in the BIOS for the HSF instead of a "normal' or "silent" mode. You can also manually setup the HSF profile in the BIOS to ramp up according to temperature thresholds.
im using my own fan curve instead of perfomance mode the curve is loud even tough the cpu is hot with core perfomance boost enabled and with no CPB or PBO it gives an idle oof 47 degat static speed of 3.59 ghz

Just invest in better cooler, those OEM are barely enough. If it's static frequency at 3.9GHz on all cores,that's nowhere close to idle, at true idle all cores but one or two would be in sleep mode and those active around max 1GHz.

i managed to lower the idle to 46 deg but with loosing alot of perfomance running the cpu at max of 3.5 ghz and using only 6 cores the problem is my fan curve has a minimuim of 65% at 40 deg idk how the cpu is not reaching 30 deg

Just how "Idle" is your idle, CPU usage should be no more than1%.
its 1 to 2 percent of usage and most cores shown as sleep on ryzen master also when gaming some intense cpu games the cpu max temp is 55 deg to 60 at max lol even with Cinebensh r20 it reach an temp of 65 at max so idk why t he idle is 47 and with CPB its 65 at idle
