Question 9700k running super hot

I recently built my new pc with an i7 9700k and a rtx 2070. While playing games such as rainbow 6, battlefield v and anthem im notice that the pc is just bouncing between 85 and 95 on the cpu. I do stream but these temperatures are very similar with only a few degree difference when not streaming. Im using the Dark Rock 4 and I have a phanteks p600s with stock fans in their stock config in the case (and these temps are with both the top and front panels off and the mesh exposed) The cpu is turbo boosted with the motherboards ez tuning wizard and sits at arond 4.9ghz and the fan curve for both the cpu fan and case fans are pretty aggressive. Im gonna try and redo the cpu cooler and reapply some thermal paste hopefully sometime today and see if that can fix the issue but I wanted feedback as to what else could be causing this like is the 4.9 boost on a dark rock 4 not the best choice? Im not really sure and at a loss as to what could be causing it if its not the cpu cooler not installed correctly.

(and just in case, no I do not have the money right now for water cooling which is why I went with a dark rock 4)

The dark rock should cool that cpu better than it is. Ensure the cooler is snug on the motherboard and you applied thermal paste properly. You could also turn up the fans in the mean time untill we find a perminant solution. You could just have an air bubble underneath the heatsync that could be fixed by reseating the heatsync with new thermal goo.

Yea im noticeing slight play in the heatsync, not sure if thats normal but im assuming that it shouls not wiggle at all
 
Id tighten it. My heatsync doesnt move at all when i try to.

Yea im going to, its only millimeters of movement but now that ive noticed i feel thats the problem, sadly cant do it till later tonight as i have class and work so im busy for the next 12 hours almost but ill post back here if that fixes the problem or maybe just start a new thread if it dosnt
