Question A recently purchased new GPU is giving me some problems ?

So... I recently upgraded my rig with a new GPU and I've been having issues while playing FFXIV. I went from an RTX 2060 to an RX 6750 XT.

Okay, so the issue I'm having is that when there are a lot of characters to load in, in the game my fps literally drops to 10-20 and the weird thing is that it only happens in FFXIV! And when I say a lot of characters, I mean like... around 40 or so players!(as many as the game can show, I play at max settings.) Loading in and out. Here are my full specs:

CPU: Ryzen 5 5600
GPU: RX 6750 XT
PSU: MSI MAG A650BN 650w
RAM: Kingston Fury Beast 16 GBs(2x8) 3200 MT/s Dual Channel
NVMe SSD

Drivers are up to date, so is the BIOS.

I literally run every other game perfectly, heck, I was just playing cyberpunk for 3 HOURS, not a single dip! Max settings too, high population density and everything. Smooth 60 fps, Ghost of Tsushima as well.

Okay, lemme explain the problem in a little more detail- When I walk around in a highly populated area, like Uldah over at the Balmung server where there are hundreds of players standing around my game literally starts to die because the game is trying to load some of them in, then it gets stable if I just don't walk and stand at that exact spot, it's only when loading in characters. The fps goes down to 5, it's a stuttery mess because the fps is literally so low... and this did not happen with my RTX 2060 at the same graphics settings.

Itmakes me think it's a GPU issue somehow. I also don't think it's a bottleneck in any way, I've tested more intensive games both on the CPU and GPU and it was okay. Also, my CPU NEVER reaches 100% while playing FFXIV, when I walk around in that stuttery mess my CPU usage is literally at 30% or so. My ram is also fine, it doesn't use that much of it(around 3gbs).

I've tried many things, here's a list:
  • Reseating GPU
  • Reseating RAM
  • Clean install of drivers using DDU
  • Testing out new RAM sticks
  • Updating BIOS
  • Reinstalling windows
  • Reinstalling the game
  • Rolling back drivers
  • Clean boot
No overclocks or anything of that nature.
Yes, I did check temps, nothing is overheating. CPU doesn't go above 60c ever, my GPU doesn't heat up that much when I play games, stays at around 65c(hotspot at 80c) AND I even checked HWinfo for more temps around my system, and they're all okay. Nothing reaches 70-80c, literally all temps are fine.
I've noticed, however, that my GPU's Core and Memory Clocks start dropping a lot when that happens, alongside the usage and the power, it goes all the way from 200w to 70w.

I'm at my wits' end. Considering RMA'ing the GPU because like I said... it did not happen with my RTX 2060 with the exact same specs(And I even tested it again, no SEVERE fps drops while walking around.)
I even ran some benchmarks with this GPU and it was fine. Literally everything else runs perfectly, it's just FFXIV which just so happens to be my favorite game of all time, great, how lucky.
I thought about it being a PSU issue but wouldn't it happen in other games as well? Anyway, I hope someone can help me... otherwise I'll just assume this GPU is defective somehow.

Any help would be appreciated! Thank you.

Are you using XMP profile for your ram? 3200 will need bios config to enable those speeds.
Are you using PCIE V4 or V3? Some motherboards support it some don't. opinions on its usefulness seem to vary
Could be your ram holding you back is it a 12Gb GPU card? What specific brand? Some brands like XFX do factory overclocks.

Yeah, XMP is active.
PCIE V3
It's a 12 GBs vram card. From XFX, this one: https://www.xfxforce.com/shop/xfx-amd-radeon-tm-rx-6750-xt
And yes, the clock was higher than that... it goes all the way up to 2750.

Does you monitor have any settings (using the buttons on it) you can set? I found i had bad responses with some of the settings on or off. People have reported freesync/gsync being an issue with AMD but i found it works better with it enabled (Both on monitor and in adrenaline settings)

I had a really annoying issue with my new card so i feel you pain. Do you run single monitor?

650w seems like a low ball estimate for the card running.
Minimum Power Supply Requirement: 650 watt
XFX Recommended Power Supply: XFX 750W PSU (Talk about self promotion -_-)

My monitor does support Freesync... I'll try messing with that.
And yeah, I'm gonna be getting a new power supply in the coming weeks, see if that fixes the issue. I was worried about it before buying the card, but most people said it would be fine.

This is an online game right? I know the crowded areas in online games can be very taxing on both the GPU and the CPU, but usually, if the frame rate drops simultaneously with the GPU load, it's because of a CPU bottleneck, although graphics driver issues can also do that.

Despite what you can read on some forums and websites, an underpowered PSU will not just cause some performance drops, it will do way worse than that. If a PSU cannot supply enough power, the components that require a constant voltage might stop getting it and your computer will crash. This can also likely cause damage to your hardware. So I'm pretty sure your problem has nothing to do with your PSU.

Do you have Adrenaline installed? The software is pretty good to disable/enabled settings in specific games. Could be just one small thing that the AMD cards is unable to do correctly.

By the way, you can't tell if you are CPU bottlenecked only by watching the CPU load and temperature. It doesn't mean anything. Those older online games mostly rely on a single thread to load other characters so you could be CPU limited with only 30% load and low temp if only one core is used by the game.

Yeah, it's an online game... they recently updated the graphics, textures, polygons count and such but it's still the same janky engine.

And okay, gotcha. I also thought about that, if my PSU were the problem I'd be having much more severe issues by now.

Yes I do have adrenalin installed, I could try playing around with it, I'm also suspecting it's something of that sort. And you bring up a fair point, that game does not use all of your cores, only a few.

My much hated 500 watt EVGA PSU has a few safety features for safety of the pc components and itself. I hope they're connected.Gotta take it all into consideration.
And if that's a classic online game I would bet there are at least a few things you could do to improve performance. Many mod communities are amazing and wouldn't doubt some are in that group too.
