I am new to cameras and have been made an offer to swap something for a A7 with a 28-70mm lens, I was wondering what the estimated cost of those 2 paired together would be? and if it is good for a starter, many thanks

It is a first gen.

For reference: In USA, the A7 body ( used, only ) costs about $700, the kit lens costs about $150.

What are you swapping for it?

The A7 is a full frame device, a definite step above "starter level".
Will take very good pics, with the caveats above re: battery.

But it is quite old.

The kit lens is F3.5-5.6. I wouldn't even use it personally, if you're honestly going to walk around with this lens, I would just use my smartphone instead.

I would use a Tamron 28-75 f2.8 or similar lens as a travel lens. But most of the time I use my Zeis 55mm F1.8 prime lens. But for a beginner the 50mm F1.8 Sony lens is a good choice for spectacular portraits and general use. If you need zoom, you can typically walk closer or walk further back to get a better field of view.
