All I can say about this is the possibility seems to be there but the problem is that ACC is mobo side and the disabled core is normally CPU side. Hell sometimes they burn the bad core out.
And even if it is true being able to load Prime 95 doesn't mean a damn thing. When I had my Q6600@ 3GHz but my memory was at too low voltage I could load Prime 95 no problem. But let it actually run and show what kind of errors you will get.
At first the errors wont be bad but this will lead to corrupted data and eventually that disabled core that was meant to not work would cause a needed system file/driver to be corrupted and bam. The entire OS install is screwed or the data leads to the lovely BSoD.

Thing is it does show it as a AM2+ CPU and also the thing about BOTH of the posters CPU-Z shots is that they are using version 1.50 and the 7 in the 720 is missing yet in version 1.49 in the pics I linked they show the full 720.
Also one of his lower CPU-Z shots says 1.50.1 and the other says 1.50.
TBH, I find it extremely hard to believe that a SB/mobo side setting that actually controls the calibration between the CPU and the SB for better OCing would allow for the disabled core to unlock when normally the core is locked on the well CPU itself. Thats like if it was a Celeron with lower cache having a setting in the BIOS that somehow activates the cache. Just not easily believeable.
