Question Are these gpu artifacts?

Hello everyone and I tearfully ask for help.
I assembled a new computer:
I5-12400F
MSI RTX 4060 TI OC
MSI B760 GAMING PLUS WI-FI
ADATA XPG Lancer 32gb ddr5
ADATA XPG GAMMIX S11 Pro
ADATA XPG GAMMIX S70 BLADE
Cougar GEC 750

Textures started to stretch in games and glare appeared. I replaced the gpu under warranty, now I have MSI RTX 4060 TI OC E. But the problems remained the same, glare and stretching (Video attached).
I checked the previous gpu in Furmark and Superposition Benchmark but everything was fine, just like with this one. Drivers updated, Windows 11. What could be the problem?

You forgot to mention the make and model of your PSU.

For a sanity check, use DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually install the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer.

What BIOS version are you on for your motherboard?

Have you tried taxing the system besides the 3 titles you've clipped for us in that YT video? It might very well be the titles themselves.

My power supply: Cougar GEC 750

On the previous and this card I removed the drivers using DDU, but again nothing helps. I doubt that these are problems in games, when I played on my previous GPU(1050 ti), everything was fine.
