No, he doesn't. He seems to suggest that his use of a bot to speed through something boring is ok. Plus, he even compounds his ethics violation by offering to bribe(!) for access to his account again.
As for false positives, usually MMORPG companies (at least the ones I know of), are meticulous in their surveiling of people who they think are cheating and keep up to date on what these cheat bot/clients do and what to watch for.
Believe it or not, a lot of games take the "wait and watch" approach to be sure. Most cheaters and botters are tracked so they can get MORE of them when they start banning (the accounts they interact with to offload their gold).
Just in terms of PR, every false positive not fully researched is likely worse than a hundred real cheaters banned.
