System specs:
Intel Core i59600K CPU
16GB 3200 Mhz DDR4 ram
Samsung 970 Evo NVMe ssd (boot)

Boot taking over 1-2 minutes and gets stuck on bios splash screen. Windows boot log (ntbtlog.txt) drivers not loading (Im not sure this is the issue, but it seems like a problem):
  1. BOOTLOG_NOT_LOADED -> dxgkernel.sys (shows up 5 times) (I've tried updating drivers to no avail)
  2. BOOTLOG_NOT_LOADED -> NDProxy.sys (shows up 4 times)
  3. BOOTLOG_NOT_LOADED -> WdFilter.sys (Shows up once)

I have a feeling its got something to do with graphics but I'm pretty lost. I really don't want to do a clean install, any ideas?

what motherboard do you have? what GPU? What are rest of parts of the PC?

I am not sure if that's the issue either, do you only have 1 drive attached? Have you got any external drives attached?

BIOS splash screen is before windows is given control, so its possible stall is caused by motherboard waiting for a device to reply. Often is a hdd that hasn't answered but it can be any hardware.

Have you tried starting without GPU in PC? running off the motherboard ouptuts and using the graphics cores on the CPU
