Can I install a Fresh copy of Windows 10 Pro on my existing Windows 10 Home, and still keep my files the way they are? Programs? Shortcuts??

No.

A fresh install is just that....fresh.
Everything on that drive gets wiped out.


Assuming you have a valid Win 10 Pro license, you can Upgrade your current Home to Pro. No fresh install needed.

Yes, it sounds like you got scammed.
There is no 'cheap + valid', unless you're getting it from your school or employer.

Why the desire for Pro?

Thats just a configuration issue. Not a Pro vs Home issue.

In any case...whatever Pro 'license' you bought is not valid.
And you can't do a 'fresh install' of Pro, and keep things exactly as they are now.

When you upgrade from Home to Pro, only difference is license, all files are already there.

To go from Home to Pro, all you need to do is input a valid Pro license.

If you have your necessary files in a different drive other than C drive you can go to reset option and from there opt for online installation (it'll install fresh windows 10 from Microsoft server). I personally use a flash drive to create installer with media creation tool (ocd XD) and wipe everything when the option comes.
