[SOLVED] Capping at 60 fps makes game run badly

So, when I play Halo Reach on PC, i have to use the 60 fps cap because my monitor is only 60 hz. For some reason. using the in game 60 fps cap makes my game run really choppy and just bad all around. Feels under 60 fps too. I can uncap the fps and my game runs perfectly above 60 frames, but it screen tears since im not on 144hz. So, any one have any guesses on why capping it at 60 makes it run like crap?

Specs:
GPU: RX 580 8GB
CPU: Ryzen 5 2600
RAM: 16GB
 
Solution
Disable fullscreen optimisation under the compatibility tab for the games exe.

Enable ingame Vsync or force Vsync in graphics card properties.
I have never been able tolerate V-Sync, I found it very noticeable. I have found using frame limiters a good compromise as it’s not as good for eliminating screen tearing but doesn’t introduce lag. However do try all options and see what works for you.

I am the same with Vsync, can't tolerate it. Playing on 60Hz, capping fps alone was ok but didn't feel smooth compared to having Vsync on. Id always have fps limited just under refresh so Vsync lag was never noticeable.

Im not sure how to force it to 59, as the in game options only has 2 settings for fps: 60 FPS, or Unlimited.
