I'm looking for a cheap upgrade for my PC. Can I simply replace my Nvidia 2070 graphics card with this newer model, the PNY GeForce RTX 4070 VERTO Dual Fan Edition 12GB Graphics Card? I chose this one specifically because of a sale going on for 559 euro. Or would this create too much of a bottleneck with my CPU, the i9 9900k, and the entire system? If you want to run stable diffusion or Unreal Engine is VRAM more important? So, would it be better to go for the 4060 ti with 16GB or the 4070 Ti Super with 16GB instead of the 4070 with 12GB? Any suggestions.

No, wouldn't be better to go with 4060ti. For most games the 12gb will work fine at 1440p. You won't really run into too many vram issues. With that said, 16gb would be better for 1440p Ultra/RT, and better at 4k too (although 1440p is where this card is at really).
 
I suppose you could also wait it out and see what AMD 8000 and Nvidia 5000 series brings. AMD is likely targeting the mid-range and Nvidia is going to do their usual top down approach.

Also the Intel Battlemage to look forward to, though I have my doubts about 4070 Super like performance.

They Intel stuff could be interesting. I hear they’ve been coming along but from some of the stuff people on the forums have said they still have things to fix. If they can keep making progress though they could become a bigger player.

The April updates to the drivers were quite promising. A770 for 1080p ultra settings a serious contender in a lot of titles. Coupled with FSR3 frame gen, some serious gains. If they can work out the last remaining kinks with a few of the big game engines it should be pretty decent. I'm probably going to pick one up for fun.

Old rumor was the for top spec battlemage card to provide 4070 like performance. Might be possible with FSR, but likely won't be able to touch the RTX4070 Super / *RTX 5060 Ti* running DLSS

Intel reps have made statements they are trying to have cards in the market by Black Friday (November)

AMD is also rumored for Q4, but nothing more specific.

And Nvidia has stated a late 2024 release for the 5080 and 5090. Which will be expensive. Probably $1600 and $1200/$1000 again.

Computex is in June, and this is a regular announcement time for Nvidia and others.

As for pricing. AMD has the 7900 GRE priced at $530 today with the 7800XT only $50 less. So any potential 8800 XT may have to slot in at around $600 to make any sense or the entire 7000 series stack is going to have to drop in price.

Intel pricing could be anything. They did keep their last promise to price their cards according to relative performance. However, they do need to start making a decent profit on GPUs at some point, so they may go for a more realistic pricing. Really depends how well they compete with current gen AMD and Nvidia cards I suspect. 4070 like performance would put them solidly in the $500 range, but you have AMD already sitting there with relatively new cards.

A lot really depends on the performance at launch I would say.
