Question Chrome hardware acceleration

Playing 4k or 8k youtube videos on chrome makes it stutter like hell and lag without enabling hardware acceleration.

With hardware acceleration On, the video plays smooth.

I've read that hardware acceleration moves work load away from my CPU to my GPU in this case. However, I'm wondering if it normal for my CPU to not be able to handle 4k / 8k video in youtube?

My PC is just a month old.

possible. the decoding in on the igpu, which get disable when you have the rtx 2080
