I recently upgraded from the 1650 super to the 3060. It runs normally with the 1650 super but whenever the 3060 is in the computer a clicking noise(similar to the powering up click) can be heard every now and then. Is it because my PSU is too weak for the GPU? It's a 550w PSU, or is the GPU defective? Or is the clicking noise normal for the GPU? Any help would be greatly appreciated

To me is sounds like a fan hitting on something. On the new gpu is anything close to the fans?

The only thing close to it is the gpu power Connector. It has two heads so maybe one of them is bumping against the fan. I'll try to completely move it out of the way

Yes a good start would to just make sure that nothing is touching the gpu fans to ensure they are not rubbing.
