Question Computer Laggy and Stutterinng while streaming or downloading

Hi,

I have been having stutter problems when downloading games form something like steam or origin. My computer is basically unusable during this time and its very annoying. It also happens while I am trying to stream. Please help. My computer specs are listed below

CPU: Ryzen 7 2700x
GPU: GTX 1050ti
MOTHERBOARD: ASUS ROG Strix b450-f gaming
RAM: 16gb Corsair Vengeance 2666mhz
SSD: WD blue 500gb 2.5 inch SATA 3 SSD (for windows)
HDD: 2tb hard drive (not sure which type) (for games)

So i have a 500gb WD Blue 7200rpm and a Seagate Barraccuda green 2tb 5900rpm. I download games mainly on the Seagate barracuda

Ok sounds good but do you know why it lags when im streaming? I have task manager open during streams and nothing is even over 50 percent usage. I often have to restart my computer mid stream because my computer starts lagging.
