[SOLVED] Computer not fully turning on

Just built a PC and it isn't fully turning on.

My case fans are not spinning, my RAM RGB LEDs are not on, and I get no display. The motherboard RGB lights turn on and the EZ debug lights do not indicate an issue. I have to hold the power switch to turn it off and when it turns off it turns right back on. I have to turn it off and quickly hit the power supply switch to keep it off. I double-checked all my cables and as far as I can tell everything is plugged in just fine.

I am lost to what has happened and what I need to do at this point, can anyone help me?

I7-11700F
Cooler Master Masterliquid ML240L
ASRock Z590 Extreme
Team T-Force Delta RGB 32GB @ 3600mhz
Cooler Master 750W MWE Gold V2
Asus RTX 3060
256GB m.2 ssd & 1.5TB hdd storage

Smells like a no post.
Try trouble shooting it.
Take out your GPU, disconnect all case fans, usb/audio/reset connectors. Take out your RAM.
Leave only your CPU 8+4 pin and MOBO 24 pin connected, and only 1 stick of ram.
Connect you monitor to your MOBO's HDMI or Display port.
Clear CMOS baterry, and see what you get for now.
