Question Computer wont boot after upgrading to a new CPU

I successfully updated my bios to the latest vios version (f11d) then after swapped my i3 12100f for the i5 13600k and it would get stuck on CPU led and my case power button led would be flashing. I swapped back to the i3 and it worked then swapped back to try get the i5 to work however same problem.

Specs:
b760 ds3h ax ddr4 motherboard, i5 13600k cpu , 4x8gb 3200mhz ram, 650w PSU, rtx 3070
 
I think the i5 13600k is dead. It simply just does nothing on my motherboard despite going through all the troubleshooting steps. It dosent even get warm and acts as if there is simply no CPU detected.
 
I bought a i5 13600k to upgrade from a i3 12100f however I think its dead. It just does nothing on my motherboard other than showing a red CPU debug light. Despite going through all the troubleshooting with help from other members it does not seem to post. I ran it bare with no cooler and it doesn't even get warm and acts as if there is simply no CPU detected. my i3 12100f does work (currently using it to write this post. Is the i5 just dead or is there something wrong with my motherboard?

specs: gigabyte b760 ds3h ax ddr4 motherboard, 4x8gb 3200mhz, rtx 3070, corsair vs 650w PSU, i3 12100f wanted to upgrade to i5 13600k.
 
In order to come to the conclusion that the CPU's at fault, you will need to drop the CPU onto a known working motherboard(other than yours) and see if the CPU doesn't heat up nor do you get any POST for the donor platform.

FYI, that PSU in your build is a no no from me, even if it was brand new.
