Question Constant Freezes on launch and inconsistent starts.

Specs :
CPU: Intel i5 7600k
GPU: GTX EVGA 1080 FTW2
Mother Board: MSI Gaming Pro Carbon Z270
Cooler: NZXT Kraken X52 RL
Power Supply: CX650 Corsair
RAM: G.Skill RipJaw V 16GB DDR4 ( x2 8GB )
OS: Windows 10 (x64)

Issue:
Ok so, bear with me. My computer the past few weeks has been freezing on the windows logo right after POST. Whats strange is that this is also inconsistent. What feels like once out of 50 tries, my computer will fully launch and I will be able to sign in and use my computer freely. Well until I turn it off, then I'm back to square one. Something else I might add is that when my computer is in the rare state where it is usable it crashes about half of the time. Very strange stuff.


So here is some more information.

Its not my PSU. I was able to test a extra one I had around.
Its not my GPU, as once again, I had a extra one lying around.
I reset my CMOS a few times.
Its not my Hard Drives, I used them on different computers and they could launch with 0 issues.
I dont believe its my RAM... I didnt have extra DDR4 RAM, but what I did do is test the RAM in different ports one at a time, so I think both sticks are fine.
I'm 99% sure its not overheating. My PC is in the basement so its always pretty chilly down here. That, and I have a Watercooler that hasnt ever had a issue.
(Take this one with a grain of salt, because it could just be coincidence) Every time my computer has turned on is shortly after I change some piece of hardware. Usually my RAM or hardrive.
My motherboard also has had some small issues with a SATA port no longer working (IM not using it) and my PCIE slot 1 not working so my GPU is in Slot 2.
I CAN get into BIOS. So if there is anything I can do there let me know.

Maybe Motherboard is dying?
Or maybe CPU?

Im about to lose my mind because I have no clue what is going on... So any help would be amazing!
