Question CPU at 100 degrees and CPU FAN keeps going at 0 RPM!

Just got a new PC some months ago, and I keep getting notifications alerting my CPU FAN goes to 0 RPM. According to HWMonitor, my CPU is constantly around 95-100 degrees and my CPU Fan keeps shutting down and resets automatically in idling. It gets even worse when I play games, the fan gets extremely loud, keeps going at 0 RPM and restarts, and I get horrible performance making impossible to play any games.

That's very likely, but how can I be sure that the fan is faulty?

open the pc and look at the fan, if it go all out then off, and again and again. try cleaning it, or might just get a new one

The fan does in fact go all out then off, I already tried to clean it using air compressor, made sure it was well connected and well screwed.
