CPU Fan Speed Software

Does anyone know of a decent program that will dynamically adjust the fan speed based on core-load, heat, or both? Preferably one that is easy to understand. It seems like most of the ones I have found have been poorly translated into English.

your computer does this automatically, if you want to control the processor fan speeds yourself try speedfan

While, it does increase the speed of the fan automatically, It idles at 4900RPM (at <40C). It's really loud and obnoxious :[
