Hello,
Like i've said in the title, the clock speed is stuck at 2.9 and the ratio is stuck at 29. That's only since today, yesterday and before it worked perfectly at 4.5Ghz and at 48 ratio.
Thanks in advance.

Solution
Open the Power Options and press the Restore plan defaults button.

2.90 GHz is the base speed for a 10700F. Did you disable Intel Turbo Boost in the BIOS?

If you are still having problems, run ThrottleStop and post some screenshots. Make sure Disable Turbo is not checked.

With the 10700F you also have to make sure the turbo power limits are set appropriately. If the power limits are set too low, this can disable turbo boost. Push the TPL button in ThrottleStop to check what your turbo power limits are set to. The default 65W PL1 power limit is not enough for maximum performance so fix...

Also let me add that depending on the tasks the CPU is doing it could be any frequency. In single threaded performance it could be boosting to a high clock, with all other cores idle, and all core boost which is lower than the single core boost.

And which tool are you using for monitoring? You need to provide more informantion

Need to know a little more info. Is it only doing that on certain programs/games after using it for a certain amount of time it drops down to 2.9 or it wont boost to 4.5 at all? Use something like hwinfo 64 to see if it's throttling, you can check in intel extreme utility too under their stress test. Is windows in high performance mode ? Did you open the power envelope in your motherboard bios?
