Question CPU LED on no POST

I've come across an issue after I changed my air cooler to the Corsair H100i Pro. After installation my computer wouldn't boot after I turned it off unless I cleared the CMOS and even then it wasn't every time. And when it did turn on it would boot immediately after I turned on the PSU and wouldn't respond to the power button on the case (my front panel connecters were in fine). My first thought was that my motherboard was fine so I went out and bought a B450 Aorus Pro Wifi. Now, after assembly it wont POST at all, however fans and LEDs come on after I short the power on the front panel. I've tried checking the seating of all connections including the CPU and I'm at a loss at this point. Any help is appreciated.

CPU: Ryzen 5 1600x
GPU: AMD Radeon RX 580
Motherboard: B450 Aorus Pro Wifi
Old Motherboard: Gigabyte AB350 Gaming 3
RAM: 2x 8GB Corsair Vengeance RGB
PSU: Seasonic 750w

An internal speaker would help in troubleshooting. Try connecting one, starting the board with no RAMs and see if any beeps.
