Hello. This is my first post so sorry if I’m doing anything wrong.
So I built this pc about a hear ago (first build) the specs are:

CPU: Intel i5 10400f
GPU: RTX 2060 6GB
RAM: HyperX 16GB 3200Mhz
Mobo: MSI B560m Pro E
PSU: A bronze rated MSI 650W psu

I use the stock intel cooler for cpu cooling (thinking of getting an upgrade but not too soon) and for fase cans I’m using the ones the case came with (MSI Mag Forge 100M 2 intake, 1 exhaust fan) they’re linked to a fan hub/controller don’t know what the correct term is.

My Cinebench R23 score is usually around 7100-7200 (apparently it’s supposed to be above 8000 and a near 1000 score difference is huge) I got 8100 once or twice right after I booted up my pc I had also selected Tower Cooler mode for cpu cooling in the bios settings on those ones but after that my score dropped to 7100 ish on the next test so this leads me to believe it’s a thermal issue but the cpu temps don’t go above 80 C. Maybe it’s the VRM overheating becuase this is a pretty crappy board and I didn’t know anything about VRM’s when I was building this PC so :(. But I want to make sure it’s the VRM and not something wrong with the cpu (It’s still under warranty) or anything else before making any advancements to fix the issue. I also get really high cpu usage in games (more than benchmarks on youtube, don’t know if that’s a great reference but it should give an estimate I believe). Pls Help. Thanks for the help :D

Edit: The ram is 2x8GB 3200 Mhz placed in the only 2 ram slots.

Your CPU shouldn't start throttling until you reach temps above 90. Thus the only thing I can think of which could possible result in your PC 'Under-performing' is your PSU. I'm not a fan of that specific brand PSU you're using and as such would recommend you change that first.

Is that 16GB RAM one or two DIMMs?

Your CPU shouldn't start throttling until you reach temps above 90. Thus the only thing I can think of which could possible result in your PC 'Under-performing' is your PSU. I'm not a fan of that specific brand PSU you're using and as such would recommend you change that first.
But if it were related to an insufficient PSU wouldn’t the first test results after pc boot suffer as well instead of a normal score on the first test and a huge drop on the second.
