[SOLVED] Does my display have a hardware or software problem?

So I was using my laptop before I went to sleep no problem. But when I woke up the bottom half suddenly got black thick horizontal lines . I didn't even move the laptop an inch or spill anything on it ever.
The weird part is those lines only appeared when there was a black background. Literally making theme change of an app/website to light removed those lines.
I tried:
Updating graphics
Disabling enabling graphics adapters
Resetting Windows (Keeping personal files)

safe mode didn't work? what do you mean? you couldn't get into safe mode or it looked the same still?

if it was the monitor i would have expected task bar to be white too... what happens if you set the taskbar to hide? is it white behind task bar?

Is the top shot an example of it on desktop? or does it only show on browsers?

What laptop is it?

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to...

Do the lines appear in safe mode?
go to settings/update & security/recovery
under advanced startup, click restart now button
this restarts PC in a blue menu
choose troubleshoot
choose advanced
choose startup options
click the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode

that may show if its software or not.

Another test is boot from a ubuntu live usb and see if lines are on screen in another operating system - https://itsfoss.com/create-live-usb-of-ubuntu-in-windows/

Safe mode did not work.
