Question Dram and cpu light blink red once then the system turns off.

Hello,
I have put together my first PC recently but have not been able to get it to turn on for longer than a millisecond.

The Build:

• Cpu - Ryzen 5 3600
• Mobo - Asrock phantom gaming 4 B550
• Ram - T-Force Vulcan Z DDR4 16GB
• Gpu - 2060 Super
• Psu - gigabyte P550B

When I power it on inside or outside of the case it wouldn't power on, the cpu and dram light would blink a single time for a fraction of a second and the cpu fan would turn a quarter rotation before stopping. I troubleshot it for a couple days and came to the conclusion it might be the mobo, some sort of short or something, so I purchased an Asrock B550 Pro4. Reinstalled everything and the same issue is arising. I have reseated ram a dozen times and quadruple checked the cpu and mobo power are fully inserted.

Does anybody have any ideas as to what might be wrong with the hardware? Or is it a rookie mistake I have overlooked? Thank you!

Usually last thing we look at, but might be a dud of a processor. Can rma it and see if another will do better.

Haven't checked, but is the ram on the QVL?

I got it up and running yesterday after receiving a new power supply. Bench tested it all plugged up and everything turned on smoothly, got it in the case and no issues.
