I have an ASUS G732LXS-94 motherboard (laptop) with 64GB of DDR4-3200MHZ memory at 1.2v. Is it possible to upgrade ram DDR4-3200MHZ at 1.35v to get a better CAS Latency?

I have not personally dealt with a laptop motherboard which had a BIOS capable of such changes. That is aside from the aspect that many modern laptops have components soldered in. The best place for your answer would to be to look into the documentation of your product.

Yes you can.

Crucial ram upgrades show 3200 speed cas 16 ram as a supported upgrade:

That said, I really doubt that such an upgrade would be noticeable unless you have some very specific ram dependent apps to run.
