Question EVGA 2070 Black 1 fan (Right) ALways at 100%

Hi I recently just got a new motherboard and CPU. msi X570 Gaming Edge Wifi and 3700x and 32gb 3200mhz ram. My graphics card fan (Right) is always at 100% even at idle . sounds like a jet engine. Cpu temp is 25c. had the 2070 in my old build which was a 8600k. no problems. I have tried updated the bios to the current version and older versions. I have uninstalled graphics drivers and reinstalled graphics drivers. I do not know what to do. also the other fan works but doesnt ramp up untill its actually suppose to.
 
Do you use Precision X1 (EVGA's software)?

Most of the info I can find relates to 2080s & 2080TIs (and XC, specifically), but worth looking into.

It's a bug that could occur on first launch - OR an issue that could be rectified by running X1 and performing the MCU update.

So I put my old 2070 in another system and it was still going full blast with just that one fan. So just got a 2070 super XC Ultra today and both the fans spin at max at startup but go back to normal after a few seconds. Is that normal?

I cant really find a definite answer. I worry that the motherboard broke my old 2070 becasue it was perfectly fine in my z370a board. but when i switched to Ryzen 3700x it made my old 2070 spin 1 fan at max without being able to control it. with the new card i can control it i precision x1 in windows and it acts normally. but on boot it goes full blast for a few seconds booting into windows
