This is very dependent upon both your preferences and the actual prices. As mentioned by nuttynut, the RX 570 is a better card, so if you can afford it, purchase that one. This will aid your monitor choice as freesync does not cost anything for manufacturers and it is guaranteed to be compatible with an AMD graphics card. You can get into their ecosystem cheaper, essentially, for adaptive refresh rate if that's something you're interested in.

Yes, typically. Monitors that have G-Sync have an extra price attached to them because of how Nvidia prices it. Freesync is free for manufactureres. So you could save $100 and have 100% compatibility with your GPU if you went AMD. You could get one with G-Sync, but if it's not G-Sync compatible, it is not 100% going to work (in most cases).
