[SOLVED] GPU Fan Only Spins When Precision is Installed

I have an EVGA 2080ti FTW3 ULTRA. For some reason, the right fan (third from the left) will only spin under load when EVGA Precision is installed. If I uninstall EVGA Precision and run heaven benchmark, the fan will stay off and temps will reach into the 80s. If I install EVGA Precision and run heaven benchmark, the fan turns on and temps stay in the 60s. I have no idea what to do.

EVGA cards by default don't spin up the fans until a certain temperature, which is typically around 50-55C. However, it waiting until 80C to spin up the fans doesn't seem normal.
