Hi, I'm gonna (try to) keep this short while not leaving any details that might be useful. Basically, ever since I've got this PC, I have a problem with the usage of the GPU. At first, I thought it was because of the GPU itself, so I bought a new one (1060 3G), and, the problem is still present, the exact same.
I installed a fan, lowered CPU temperature by 2 degrees Celsius, doesn't change usage.
Then, I tried updating the drivers, nope, doesn't change anything.
Skip to present, issue still present.
Now, I've RAM tests and an HDD test. No problems present, or at least that's what it says.
I've tried changing fan speed to make the GPU and CPU run at lower temperatures.
I've changed power limits, I have overclocked my GPU, I even enabled voltage monitoring and PSU usage.
Here are some of the results I noticed:
Voltage goes up to 1.09 V (somewhere around that), but most of the time stays at 0.77-0.82.
PSU usage always goes to about 60% and then drops to 30%. Rarely stays at 70-80%.
There are patterns that trigger this problem, I really dont know why it happens, which is why I am posting this, as I am currently unable to get a new PC and just want to use the GPU like I wanted to use it when I bought it without being scared about something blowing up.
Something I've noticed: The more I play with the issue, the worse it gets.

Here are my specifications:
FX-8320
ASUS GTX 1060 3GB OC
ASRock 970 Pro3.0 R2.0
ADATA 2x4 GBs (don't know the clocks, but they're probably so low they're barely considered as DDR3 clocks.)
CoolerMaster RS-600-ACAB-M2
Seagate 1 TB HDD 7,200 RPM (runs at 40C, probably relevant, idk)

P.S: No, the CPU usage doesn't reach 100%.

and what is the usage problem?
what game? what resolution? check each cpu core usage instead of whole cpu usage?
Every game has a different pattern, but basically, every game I've played, apart from PC building sim. Here are some with the patterns:
Minecraft: 1.8(only) has low gpu usage, forcing 20 fps when using ANY shader at all. issue gone in 1.13 and up
NFS payback: the whole game is stuck at 25 fps, due to like 30% usage, settings don't change anything at all
BeamNG.drive: more than 1 car forces GPU to go down to 20% usage, causing 15-19 FPS. Issue also appears when driving on bridges or on grass. Lower settings worsen the issue.
Watch Dogs 2: the more I play, the worse the usage gets.
Resolution is always 1920x1080 with 75 Hz. Issue appears in every resolution.
The last time I put on CPU Usage on each core was in ~September, and although half the cores had about a 5% difference than the other half, the difference was pretty small

What is the actual problem you are encountering the GPU usage, I think you forgot to mention it.

Are games causing problems? Or video playback? What is happening?

I'm not sure I can tell what problems you have, from reading your very detailed explanation
Low GPU usage in games with certain patterns. There IS an issue in YouTube playback, too, but I think it's just chrome.

I decided to try and capture the problem. Here are 2 screenshots. The first one is in BeamNG.Drive with the problem not present, as I have 1 vehicle on the map, nothing else. Link: https://prnt.sc/rjmpu1
When I only have 1 vehicle, the FPS always goes from 40 FPS to 47 FPS all the time. It is basically unstable, especially in West Coast.
Now, when I clone the current vehicle I have spawned, or spawn any vehicle at all, it drops.

I looked at those 2 screenshots next to each other. Something I noticed: It's not only the GPU that has a drop in usage. Every single thing just drops.
Also, I know the usage on the very top is a bit confusing, so I made a screenshots without those 2,

And, on the last 2, the CPU usage is higher than the GPU usage, compared to the first 2. Weird.

Now, I'm posting this again, while also including the replies I made. Everybody on reddit and on here asks me a question like "what is the problem?" and "what is the fan curve?" and when i respond, nobody replies back.

On Reddit, a person told me to try and make the GPU fan speed up to 80% when it reaches 60c, which DID help with the usage, but became ineffective after an hour.
