Question gpu usage spiking causing stutters

when playing Life Is Strange the GPU usage spikes every 1/2 seconds causing stutters where the fps drops from 300 or so to about 50 and the frame freezes on the screen for a couple ms only occurs in LIS. No other games or activities. happens even if I'm on 800x600 and everything on low, fullscreen, windowed and bordeless and with/without vsync. but with lower settings comes smaller spikes but still the exact same stuttering.

(first spikes are on low settings, second spikes are high settings)
I'm on an MSI GTX 1080 Aero OC, i7 6700, 16gb 2133MHz ram, ASUS LGA1151 Z170-P
