Graphics card issue

ok my graphics card ati hd radeon 5870 has been having some problems, my power supply recently went wrong and had to get a replacement so i got 700watt psu my last one was a 550watt (the one that broke). now when i try to start my computer up the fan on the graphic card just spins down and up for no reason all power connectors as well, it takes a few tries to get it started, is there major problem here or does the power supply need to settle in or could it be my graphics card?

Do not try to make the fan run. Powr your computer and just check temperatures at the gfx card with CCC or GPU-Z. If it goes above 50C and the fan still does not spin, then you may start worrying and troubleshooting.
