Question Had 8 beeps on startup, I reapplied thermal paste to gpu to fix it, which fixed the beeping. But now when I start up the pc, it doesn't work. HELP.

Had 8 beeps on startup, I reapplied thermal paste to gpu to fix it, which fixed the beeping. But now when I start up the pc, the gpu fan is having a hard time spinning, and doesn't keep spinning. If i poke it, it spins shortly. When I start up the pc, the monitor displays the startup for a few seconds, but does not continue. I have also disassembled the fan and cleaned it. It is from a delphinus 2-10- m04 graphics card. Please help.
