When the hdd(WD Blue 1tb) is fastened properly it makes a high pitch noise(like coil whine or something) that's very annoying which disappears when loosening a screw but then it starts vibrating the case also making a low noise, what do?

Alas, spinning drives make noise, and, it's not uncommon for a resonant frequency to be hit and cause case rattle or vibration as you describe...; you can try putting a rubber washer, or even a small thin piece of paper/cardboard under it/or beside it to partially cushion/insulate the vibrations from the case...

It's a vibrating device due to it having spinning platters internally.
You also may have the 7200 RPM version of the blue which compounds the issue.

I had this issue in the past as well and put some electrical tape down the sides of the HDD to help isolate it from the mount. It will make for a tight fit when you put the HDD back in too.
