Question Help! hardware issue maybe my cpu or psu?

Hello, so I’ve been having some issues with my pc which I built 6 months ago. It will no longer boot properly and the screen goes black after the motherboard logo has shown. The bios is also very glitchy and basic looking as shown in the pictures. I changed the motherboard as I thought this might be the issue and it wasn’t. I have also now replaced or tried out different components throughout the system I’ve only not tried or replaced the cpu or power supply. I would much appreciate some input before I potentially waste more money on parts I do not need. Please see the images below and help would be appreciated.

my current specs are as follows:
i5 9400f (not tried replacing yet)
msi z390 gaming edge (used to be msi b365m before I changed it)
16gb 2666mhz ram (tested some different ram)
gtx 1660 (tested a 750ti instead)
500gb nvme (tested a hard drive instead too)
600w aerocool 80 plus bronze psu (not tried replacing yet)

That’s my next guess either that or the cpu, that’s all that’s left to replace
