Question Help! My CPU is Idling Really Hot.

So I just finished my first build and everything seemed to go well. I did a test boot and my CPU temps were staying pretty consistent, I finished everything up and so as I was back in my room setting up windows and drivers I noticed that the CPU fans started going a lot louder, I looked at HWMonitor and it said that my CPU was reaching a max of 82.5 and was 77 right then with another spike going to 86.5 which I know is way too high. I then shut it off took it back to the table took off the cooler and reapplied the thermal paste and the cooler. But after plugging it back in the same results.

The CPU is a 7700x, the Cooler is a Thermalright Phantom Spirit SE ARGB, and my motherboard is an ASRock B650e Riptide Wifi PG. I'm really not sure what the issue could be. Some hunches I have is that the thermal paste is old and isn't effective cause I used the one that came with the cooler. When plugging in the CPU fans I plugged the RGB in the controller in the case but I really doubt that is an issue. I did plug in both the 8-pin and 4-pin cables for CPU power, but again I don't think that could be a cause. One thing I did notice was that the task manager said the CPU was running at 4.9-5.0ghz with the base being 4.5 but after looking at the BIOS it said CPU Overclock was auto.

Obviously something is really wrong I just don't know what. And before it's said yes I took the sticker off the cooler, and both fans CPU fans are running. Any help would be greatly appreciated. Thanks.

My case is also a Montech 930 Air Max.

So I was probably being stupid and closed task manager before I saw the CPU usage jump on startup. So I did a Cinebench r23 test and for multi-core got 18207 pts with the max temp at 95.6 @ 100% Usage. Right now it is idling at 42.9. I also played CS2 a little bit and it maxed at like 86.5 but only for a short time and averaged around 77. Does this sound right or is there still an issue? Is there another way I can test?
