Hi I would like to know your responses on a great budget on upgrading a PC.
I want to play Rust on good FPS 70+ or any other games to play at an average FPS Rate not stuck with 40-45 FPS with low settings and having the system to have great response and quality.
So far in this list that I own is what I'm using for my Current PC and want to know if I should upgrade parts or add utilities for them.

CPU: Intel I7 4770 Processor
GPU: GTX 970 4GB
SSD: Samsung 860 EVO 250 GB
RAM: 8x2 GB G.Skill RipJaws Blue (16 GB)
I have an old Lenovo Motherboard
I don't have any AIO Cooler nor Radiator not sure if it matters.
I'm an Amature when it comes to parts and I've built my PC twice.

Rust Requirements are
  • Processor: Intel Core i7-3770 / AMD FX-9590 or better.
  • Memory: 10 GB RAM.
  • Graphics: GTX 670 2GB / AMD R9 280 better.
  • DirectX: Version 11.
  • Network: Broadband Internet connection.
  • Storage: 20 GB available space
I've surpassed the Requirements but not sure why I have a really bad FPS Rate on it.
So I would like to know your response on what to upgrade or am I just inputting the settings wrong which I'm sure is not the case since I've watched a Rust FPS Boost Pack tutorial:

but even so it still gives me off 40 FPS and I upped it abit and got it around 50 at the few.
 
Solution
Normally I'd say upgrade the video card but with the extreme shortage on them atm I'd say upgrade your board, cpu and RAM and hold on to your video card until the market starts to return back to normal.
