[SOLVED] How would Intel's new i9-11900t CPU which is only 35 watts TDP with 8-core/16 threads fair in gaming in 4k/144hz in WARZONE + RTX 3090?

I dont know if the i9-11900t is going to be released on the same date as the other Intel 11th gen CPUs which will be released on 3-30-2021...

But, I am wondering because I am trying to get a low powered/high performance CPU other than my current CPU which is 125 watts TDP which is high and also gets very HOT while playing Call of Duty Warzone on 4k/144hz with every game settings maxed out.

I plan on building a MINI-ITX portable PC case build with the new Intel i9-11900t and mix it with a powerful RTX 3090.

I am wondering:

1. Since the TDP is only 35 watts on the 11900t, does that mean if I game on Warzone 4k/144hz, the max CPU temperature will be only 1/3 of the max temperature of my current 9900ks which is 125 watts TDP? (And only draw 35 watts +/-20% from the wall?)

2. Do you think the RTX 3090 will bottleneck the F out of the 11900t 35 watt TDP?

3. Currently, with my current PC, I can max out my FPS on 4k/144hz, how much FPS do you think I can get with the 11900t + RTX 3090? (In Warzone?)

4. Do you think I can get away with a small PSU like 650 watts with a 11900t + RTX 3090?

No, but it'll be significantly lower than the 125W TDP CPU for the same cooling performance. It depends on how much the entire cooling setup, which includes what the case fans can do and the environment, can do.

A report by Notebookcheck on a leaked result for the i9-11900T says it can get a Geekbench score roughly equivalent to the i7-10700K.

So whatever that gets is likely a good starting point to look at.

Do not waste your time or money on any T series CPU. You can use ThrottleStop to convert any regular Intel CPU to a low power CPU.

Want an Intel 10 core CPU with a 35W TDP rating? Here you go. Maybe I should call this a 10850T instead of 10850K. This CPU will automatically slow down so it does not exceed 35W. You can set the turbo power limits to whatever you like. Check the Clamp option to clamp power consumption to a maximum of 35W.

If you want less cores, you can use the msconfig Number of processors option to change a 10 core CPU into a 6 core or a 4 core CPU or whatever you like. A setting of 12 is 12 logical processors. That is a 6 core CPU with hyperthreading enabled.
