Question I need help fixing persistent stuttering issues when gaming.

Hello! I am using an Omen Laptop. Over the past year or so my games having been stuttering (skipping about .5 seconds) constantly while playing. It seems to happen more often during gunfights as I mainly play FPS games. It started happening around when I switched to a new monitor which doesn't allow for G Sync like my old monitor. My new monitor is a BenQ Zowie. Not saying this is the issue but just wanted to mention it. I connect to the monitor via Display Port. About 2 months ago my GPU completely fried even though I only had this laptop for 1.5 years. HP replaced my GPU and motherboard.

Any help is greatly appreciated in fixing this stuttering issue. Thank you!

EDIT: I also have Windows 11. Thinking that this could be an issue as well.

Is this 100% the reason based off the benchmarks I provided or just your theory? My tech knowledge doesn't go too deep which is why I'm asking for clarification.

If this is definitely the issue how do I go about fixing it?
