Question I7 9700 Running at 80% - 100%

1 Intel Core i7 9700 Processor
2080 GTX SUPER GIGABYTE AUROUS
ASRock Z390 Pro4 Motherboard
Corsair Vengeance LPX 16GB (4x8GB) 3200MHz CL16 DDR4
be quiet! Dark Rock 4 Cooler
be quiet! Pure Wings 2 140mm Fan

My CPU is running at near max, its causing me to max out my framerate at 100 FPS on overwatch, where as last week i was running at FPS locked at 165 FPS.

Only thing i have updated between then and now was nvidia Geforce update for my drivers.

I tried the rollback, but still have the same frame average of 80-100 fps.

I've tried playing around with the CPU min/max but my FPS is still stuck at 80-100 FPS in overwatch.

CPU temps should be normal with the cooler right on top of it, im not sure what i can do to fix this.

my apologies, i should of incl. the CPU temps,

CPU Temp while on OW IS sitting between 50 - 62c degrees, and the package at between 60-65.

i ran malwarebytes, which had 161 detections, however it hasnt fixed my fps issues.
