Question im having hardware issues and idk how to pinpoint them

So I'm having performance issues with my pc, frame drops, stutters, and more recently crashes( pc just freezes completely, I have to press reset button on case.) I used to have a 6600xt and i upgraded recently to 4070 super to fix the frame drop problem but it didn't fix it. I'm thinking of upgrading CPU to see maybe it’s a CPU issue. but idk what to do. Please just list things and I'll try them all.

GPU- 4070 super

CPU- ryzen 9 5900x

PSU- 850W

MB-MSI B550M Mag Tomohawk

RAM- 16x2(32GB corsair DDR4 3600 MHz)

HDD-1 TB external
SSD- 2TB M.2 samsung

PSU make and model (or part number) is? Also, how old the PSU is, and was the PSU bought new or used/refurbished?

Then it is software issue. Format your OS drive and make a new, clean Win installation.

And could you provide me a link on how to format the drive and do the widows install. Thank you for your comment. I have windows on my SSD, is that fine or should it be a thumb drive?
