Question Just Upgraded PC, Hard Drive issues!

So i changed out my MOBO and CPU from a z270 mb and a 7600k to a x470mb and 2700x. My m.2 which has windows is working beautifully, but whenever i try to plug my other two hard drives in, the computer refuses to boot and it just turns off, no post.

My other specs are
GTX 1070
32GB 3000mhz RAM (just upgraded from 16)
2TB 7200rpm HDD (will not boot when plugged in)
1TB SSD (will not boot when plugged in)
750w PSU.

Is this a power draw issue, or is it an issue with something else? (sorry if this is in the wront place i'm new to this whole thing.)

Which motheboard and which Sata ports are those 2 other drives plugged into?
Have you tried the drives individually? On other Sata ports?
I have an x470-f ROG Strix board, and I haven't tried them on other sata ports, but I have tried them individually. I'm not sure my post made my issue apparent, my computer flashes on and then DIRECTLY turns back off in less than a second. That's what led me to believe that my PSU is shorting.
