Question Laptop stuttering with 30-40% CPU Usage

Hi,
my laptop (HP Pavilion x360) with these specs: i5-10210U, 16 GB RAM, Nvidia MX130, SSD 512 GB has problems with showing content fluently.
Normally I have a Chrome window, OneNote and IntelliJ opened and the laptop is sometimes for few minutes very slow (waiting 2 Seconds to change the page in OneNote).
I thought that using multitasking with 3-5 programs shouldn't be a problem for a decent laptop (bought in november 2019)
I have reseted Windows 10 two weeks ago and didn't notice any changes. Also noticed stuttering while using my Logitech MX Anywhere 2s with the Logitech Unifying adapter. But also this stuttering is happening not all the time. When the laptop is stuttering I checked task manager and Kaspersky Internet Security appeared with 25 % CPU usage but in total only 30-40%. But 40% cpu usage shouldn't be a problem either, should it?

This sounds like a mechanical hard drive having to spin up again to read the data.
You can go to windows power options and edit them to make the hard drive never go to sleep to test if this fixes your issues,you will loose some battery life though.

That setting is set to 10 minutes, so it shouldn't be the problem I think.
