Laptop USB ports work in BIOS but not in windows? ? ?

Hi, laptop just one day stopped it's keyboard working along with the trackpad. I connected my PC keyboard and it worked like that. However, when i enter the BIOS, the USB ports work and even the regular keyboard does. But, as soon as i try to install fresh windows via usb flash drive, the pad and the keyboard stop working. I had to take the hdd out, connect it to my main PC and install it that way then put it back in order to install fresh windows but same thing happens. Windows 7 or 10, doesn't matter. Now, when the perhipherals are connected to the laptop, they just glow but after a minute they shut off after entering windows on the laptop. Connecting them in the same session doesn't make them glow anymore, they dont turn on as if theres no power. They just don't work anymore. Any help? I disassembled the laptop many times, i connected everything properly and no shortages are present. There is no USB Legacy option in the BIOS nor any USB options either, it's an old Dell Inspiron that's 10y old and doesn't have a detailed BIOS. Laptop is always on the charger, typical laptop bad battery situation.

It's a Dell Inspiron M5110. I tried Windows 7 and Windows 10 and Windows 10 always works with plug-and-play with my peripherals as i always used them and they worked perfect.
