Approximate Purchase Date: Within the next few months

Budget Range: $1000

System Usage from Most to Least Important: Gaming, Web-browsing, Light editing

Are you buying a monitor: No

Parts to Upgrade: CPU, GPU, RAM, Storage

Do you need to buy OS: No

Preferred Website(s) for Parts: Amazon.com

Location: Raleigh, NC, USA

Parts Preferences: No CPU preference, GPU Nvidia

Overclocking: No

SLI or Crossfire: No

Your Monitor Resolution: 1080x1920 (maybe 1440 in the future)

Additional Comments: Would like to play the new SH2.

And Most Importantly, Why Are You Upgrading: I want to be able to play newer releases and play current games at a higher more stable fps.

What I Was Hoping To Reuse:
Case- CyberPowerPc C-Series
(Couldn't find links)

CPU Cooler- Corsair H60 54 CFM Liquid CPU Cooler
https://pcpartpicker.com/product/Vwdqqs/corsair-h60-54-cfm-liquid-cpu-cooler-h60-cw-9060007-ww

Motherboard - MSI Z270-A PRO ATX LGA1151 Motherboard
https://pcpartpicker.com/product/KvvZxr/msi-z270-a-pro-atx-lga1151-motherboard-z270-a-pro

PSU- It's an ATA-800FB-B (Atng) 800W 80+ Bronze Rated
(Can't find a link for it)

What I was Looking to Get/Need Advince On:
GPU - Nvidia RTX 4070 (Pretty Certain about this)
CPU - Was thinking about Ryzen 5 7600x (Will I need a new Motherboard)
RAM - Not sure how my current motherboard limits me and my choices.
Storage - 1 1Tb SSD, 1 2Tb SSD.

And so my overall question is would this be possible and recommended or would it just be recommended for me to start from scratch and build a whole new PC?
Sorry, it has been a while since I last built and so all my knowledge has been lost with the new-gen.

Those seem like some very good options thank you. Also looking at PCPartPicker I'm pretty sure I would need a new CPU cooler as well does that seem right?

Similar to @Why_Me 's build, I would suggest going for a higher tier mobo and a PSU with 10 year warranty.
