I have been struggling with this issue for quite a while, tried many things to solve it over time, but never got a solution, so I'm hoping someone here can help me. I previously had a gtx 1060 (cant remember if TI version or not) with the rest of the components listed. I always assumed the card was holding me back, so at the start of last year I got a 3080. I've been able to run games that I would not have been able to run on my previous card, which is great, but I am getting performance much lower than expected, and much lower than other people online are getting.

I am getting low fps in games, when my hardware usage is all below 50%. lowering all the graphics settings and resolution to minimal has no effect on fps, but only lowers the usage.
I have gotten this issue in most games (there have been a few that perform great though). I mainly play dota though, and I know my hardware should be getting much better fps than it is currently getting.

Build:

- Mushkin Pilot-E 500GB NVMe
- G.Skill F4-3200C16D-32GVK Ripjaws DDR4-3200MHz (i've recently been limited to only using the one ram stick, due to what I gather is a broken slot on mobo, but this issue existed long before that, and 16gb should still be more than enough to get good performance in dota)
- Super Flower 750W 80 Plus Silver
- Ryzen 7 3700X
- MSI B450 TOMAHAWK MAX
- Zotac GeForce RTX 3080 Gaming AMP Holo LHR 10GB
- 2k Dell Monitor 165hz

ive done latest BIOS install, chipset drivers, graphics drivers.
ive made sure my ram is running at correct frequency
ive tried using game boost in bios to automatically put CPU to 4.2 ghz instead of 3.6 ghz
screen refresh rate is correctly setup
ive made sure power plans was set to performance and made suggested per game changes in nvidia control panel

Your not helping the perf any by going single channel with the ram.
If your sure its a slot problem perhaps try the ram in A1+B1.

Agreed that it is not optimal, but I have only been on the single ram stick for 2 weeks now, while I've had the utilization issue for much longer.
Regarding the ram/mobo issue. I was using slot 2 and 4 (I think A0 and B0). if a stick was in slot 4, the pc did not boot at all (peripheral lights didnt even go on). but I could swap out the ram sticks and both worked in slot 2. I tried using slot 1 and 3 (A1 and B1), to which I got a warning that it is not in the optimal slots, but I would then get issues with pc crashing. This has only been an issue in the last 2 weeks though, but the low fps and low resource usage has been an issue much longer
