Question Monitor Turns to static when i play a video

I have a Hisense 50in 4k tv and everytime i put a video on it from Hulu, Crunchroll, or any other website with the same type of player it turns to static.
I also have 3 other displays but they are not affected by the issue.

Specs:
RTX 2080 Super
I7 9700k
16gb DDR4 3200mhz
ASUS z390

Displays:
Viotek W2711SE 27in 240hz(Display Port)
BENQ 24in 60hz (Display Port to Hdmi)
HP 21.5 in 60hz(This one is plugged into to my mobo via Hdmi instead of gpu)
Hisense 50in 4k Tv(HDMI)

If you have any solutions i would love to try them. Thank you

Have you tried trying out a different cable other than the one being used at the moment for the Hisense TV?

Yes i currently am running a different cable than ones i have used prior. I have used HDMI to DP and HDMI cables and it seems to happen no matter the cable type.

How about trying out a different HDMI port any difference?

Ive also tried that, it seams to be a weird disagreement with the NVIDIA drivers. It would happen on my last computer as well but after updating my gpu drivers it would solve the problem. The solution however would last a month or 2 at most though.
