move local profiles to new computers

Hi All,

I need to move local user profiles on 400+ W2K boxes to brand new
computers running Windows XP. What is the easiest way to do this?

My ideas include:

* temporarily change profile type to roaming, then log onto new
computer...

* use Microsoft's User State Migration Tool

Has anyone found another good solution?
