Question Nvidia RTX 2070 + 8700K weird stutters

Hello, I bought a RTX 2070 to pair with my I7 8700K last friday. And I'm having some weird stutters, some of them happen when I play youtube music on the background and It lags my games.
I managed to capture a video of me playing WoW and when the video changes the clocks go crazy.

Applications in the background can be very RAM and CPU intensive. I would suggest not playing youtube while playing games. This can restrict even the best CPUS. Especially if its being ran through browsers like Google Chrome.

With my older GPU I could do that without a problem. From a 1060 to a 2070, I can't do it with a better GPU?

GPU has nothing to do with applications such as youtube running in the background.
