So what the chart is saying, is the Samsung Galaxy S IV will come with a free oven mitt? Sadly, I see the mobile sector hitting a hard block, real soon. Simply because, unlike PC cases, or consoles, phones have no active cooling, and to stay thin and streamlined as the average consumer likes, you can't fit one in it. Sure they can still get some wiggle room, looking at the Vita's power, but they will hit the block, long before CPU/GPU technology hits a milestone and can be more passively cooled. Speaking of the Vita, mine doesn't exactly stay cold, it warms up if played for awhile, not hot by any means, but you can feel the difference.
The other matter is, battery performance won't keep up with higher end hardware, again a phone size issue, we might hit that block sooner then the heat issue. No way on earth will a current gen GPU run in a phone for very long. It may have to do less pixel filling, but it's still going to chew a cell phones battery like a lion eating a hyena. The Vita does a good job but it's twice as thick and huge as my phone, and it doesn't take calls, email, txt, search for networks, flip around 3g and 4g every 5mins, and run a dozen apps in the background half of which also burn the wireless chip eating more power.
Imo, unless technology hits some incredible breakthrough's in the next 12 months, I see the mobile sector stagnating dramatically in gaming aspects. Their starting to struggle how to make a phone last 12hours with average use, good luck figuring that out with gaming added in.
